BackgroundInternational guidelines recommend ethical and scientific quality standards for managing and reporting adverse events occurring during clinical trials to competent research ethics committees and regulatory authorities. The purpose of this study was to determine whether clinical trial protocols in Cameroon are developed in line with national requirements and international guidelines as far as detecting, reporting and investigating of adverse events is concerned.MethodsIt was a documentary review of all approved clinical trial protocols that were submitted at the Cameroon National Ethics Committee (...) for evaluation from 1997 through 2012. Data were extracted using a preconceived and validated grid. Protocol review process targeted the title, abstract, objectives, methodology, resources, and the chapter on safety.ResultsIn total, 106 clinical trial protocols were identified from 2173 protocols seen in the archive and 104 included for review. Seventy six trials did not include the surveillance of adverse events as part of their objective. A total of 91 protocols did not budget for adverse event surveillance, 76 did not have a data safety management board, 11 included insurance for participants, 47 did not include a case definition for serious adverse events, 33 described procedures to detect adverse events, 33 described procedure for reporting and 22 described procedure for investigating adverse events.DiscussionsMost clinical trial protocols in Cameroon are developed to focus on benefits and pay little attention to harms. The development of national guidelines can improve the surveillance of adverse events in clinical trial research conducted in Cameroon. Adverse events surveillance tools and a budget are critical for an adequate planning for adverse event surveillance when developing trial protocols.ConclusionClinical trial protocols submitted in the Cameroon National Ethics Committee do not adequately plan to assess adverse events in clinical trial protocols. In order to improve on the safety of participants and marketed drug, there is a need to develop national guidelines for clinical trials by the government, and to improve evaluation procedures and monitoring of ongoing trials by the ethics committee. We adopt Sterelny's account of how cooperative foraging paid the costs associated with longer dependency, and transformed the problem of skill learning. Scaffolded learning can facilitate cognitive control including suppression, whereas scaffolded exchange and trade, including inter-temporal exchange, can help develop resolve.

Phillips et al. make a compelling case for a reversal in the current paradigm in “other minds” research by considering the representation of other people's knowledge more basic than the attribution of belief. Unfortunately, they only discuss primates. In this commentary, I argue that the representation of others' knowledge is an evolutionary ancient trait, first appearing during the Cambrian explosion.

ABSTRACT This paper compares Spinoza with Daniel Dennett and uncovers a number of striking parallels. Genevieve Lloyd’s recent work on Spinoza reveals a picture of a philosopher that anticipated many of Dennett’s later ideas. Both share a fervent opposition to Descartes’ conception of mind and body and endorse a strikingly similar naturalist philosophy. It is the goal of this paper to tease out these connections and once again highlight the richness of a Spinozist lens of the world.

The Dialectical Forge identifies dialectical disputation as a primary formative dynamic in the evolution of pre-modern Islamic legal systems, promoting dialectic from relative obscurity to a more appropriate position at the forefront of Islamic legal studies. The author introduces and develops a dialectics-based analytical method for the study of pre-modern Islamic legal argumentation, examines parallels and divergences between Aristotelian dialectic and early juridical jadal-theory, and proposes a multi-component paradigm—the Dialectical Forge Model—to account for the power of jadal in shaping Islamic (...) law and legal theory.In addition to overviews of current evolutionary narratives for Islamic legal theory and dialectic, and expositions on key texts, this work shines an analytical light upon the considerably sophisticated “proto-system” of juridical dialectical teaching and practice evident in Islam’s second century, several generations before the first “full-system” treatises of legal and dialectical theory were composed. This proto-system is revealed from analyses of dialectical sequences in the 2nd/8th century Kitāb Ikhtilāf al-ʿIrāqiyyīn / ʿIrāqiyyayn through a lens molded from 5th/11th century jadal-theory treatises. Specific features thus uncovered inform the elaboration of a Dialectical Forge Model, whose more general components and functions are explored in closing chapters. (shrink)

This paper discusses logical accounts of the notions of consistency and negation, and in particular explores some potential means of defining consistency and negation when expressed in modal terms. Although this can be done with interesting consequences when starting from classical normal modal logics, some intriguing cases arise when starting from paraconsistent modalities and negations, as in the hierarchy of the so-called cathodic modal paraconsistent systems (cf. Bueno-Soler, Log Univers 4(1):137–160, 2010). The paper also takes some first steps in exploring (...) the philosophical significance of such logical tools, comparing the notions of consistency and negation modally defined with the primitive notions of consistency and negation in the family of Logics of Formal Inconsistency (LFIs), suggesting some experiments on their expressive power. This paper engages the question ‘Does the consistency of a set of axioms entail the existence of a model in which they are satisfied?’ within the frame of the Frege-Hilbert controversy. The question is related historically to the formulation, proof and reception of Gödel’s Completeness Theorem. Tools from mathematical logic are then used to argue that there are precise senses in which Frege was correct to maintain that demonstrating consistency is as difficult as it can be, but also in which (...) Much recent philosophy of perception is preoccupied with finding a place for phenomenal character in a physical world. By contrast, Locke’s philosophy of sensory perception is an episode in his ‘Historical, plain method’ and seeks to map out the processes by which we experience ordinary objects. On Locke’s account, our ideas of primary and secondary qualities enter the mind ‘simple and unmixed’; having an idea of a colour, for example, is not necessary for the visual experience of a shape. An (...) analysis of the Molyneux problem reveals that, for Locke, judgment corrects the initial two-dimensional idea vision presents us with. Nevertheless, Locke’s position is problematic: he has no account of how we pair ideas of primary and secondary qualities, nor of how we could experience a colourless visual idea of shape. (shrink)
